FTE: 1.0

Salary Range: $46,814 - $58,742.00

Purpose Statement

The job of Supervisor of Construction/Bond Projects is done for the purpose/s of coordinating assigned construction projects and related activities; providing information to others; and implementing and maintaining services within established guidelines and standards.

This job reports to Director of Facilities and Construction.

Supervises: Lead for Projects Tech V, Archive Tech IV, Warranty Tech IV and Construction Coordinator II

Essential Functions

Analyzes construction problems for the purpose of making recommendations for solution to the Director of Facilities & Construction.

Assists with personnel function (e.g. recruitment, supervision, professional development, evaluation, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and ensuring that objectives of PVUSD Construction Department are achieved within budget.

Evaluates programs and/or projects for the purpose of carrying out and achieving objectives within area of responsibility.

Responds to issues involving staff, parental and community concerns, state department complaints, conflicts in policies and regulations, parental requests that may result in some negative impact and/or liability if not appropriately addressed for the purpose of identifying the relevant issues and recommending or implementing a plan of action that will efficiently resolve the issue.

Supports Director for the purpose of providing information for resolving issues, developing administrative reports and supporting them in the overall leadership of site operations, provide assistance with administrative functions (e.g. budgets, staffing, personnel matters, etc.)

Creates budgets, schedules and project scopes for all new construction and site remodeling/upgrades. Directs architects, engineers and contractors in following District planning. Provides cost estimates for all phases of construction and facility operations as well as in-house manpower planning versus using contractor/vendor.

Participates in a variety of meetings, (e.g. inter and intra district committees, community and public agencies, parent and personnel complaints for the purpose of conveying and gathering information regarding a wide variety of subject required to carry out their administrative responsibilities.

Collaborates with internal and external personnel (e.g. other administrators, staff, schools, departments, vendors) for the purpose if implementing and/or maintaining services and projects.

Coordinates with the Director of Facilities & Construction and Lead for Projects Tech V, to prepare contracts and negotiate revisions to contractual agreements with architects, consultants, clients, suppliers and subcontractors for the purpose of ensuring that all phases of construction project are completed within specifications and with minimal interruption to site personnel.

Develops detailed construction plan and schedule (e.g. billings, job submittals, bidding, contract, quality of work, time required, etc.) for the purpose of providing them to architects, contractors, construction management firms, etc. for selection and awarding of contracts. Oversees million dollar projects annually.

Inspects all aspects of construction (e.g. implement quality control programs, overall safety enforcement, etc.) for the purpose of ensuring compliance with plans, specifications, and local codes and ordinances.

Investigates damage, accidents or delays at construction sites for the purpose of ensuring that proper procedures are being carried out, taking actions to deal with the results of delays, bad weather or emergencies at construction site.

Maintains a variety of manual and electronic files and/or records for the purpose of providing up-to-date reference and complying with regulatory requirements and established guidelines.

Monitors project activities during construction and/or renovation for the purpose of ensuring strict compliance with the plans and specifications, all applicable standard and codes.

Participates in development of the project for the purpose of maintaining accurate records, documenting the construction projects for each school year; accurately maintain a system to track schedule of construction projects; and attend all staff meetings and coordinate individual plans with other construction staff.

Prepares written materials (e.g. construction drawings, specifications, bid documents for submittal, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information as needed.

Responds to inquiries (e.g. administrative staff, local inspectors, contractors, architects, the public, etc.) for the purpose of providing required information and/or referring to appropriate source.

Other Functions

Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Job Requirements: Minimum Qualifications

Skills, Knowledge and Abilities

SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: applying pertinent codes, policies, regulations and/or laws; communicating with diverse groups; operating equipment used in building construction including blueprints, specifications etc.; preparing and maintaining accurate records; planning and managing projects.

KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: construction trades, codes, blue prints, etc., building construction methods, codes & materials and their applications; city, county state and federal building and fire code requirements.

ABILITY is required to schedule a number of activities, meetings, and/or events; often gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a diversity of individuals and/or groups; work with a variety of data; and utilize job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Specific ability based competencies required to satisfactorily perform the functions of the job include: adapting to changing work environment and/or priorities; adhering to safety practices; being attentive to details; meeting deadlines and schedules; working with frequent interruptions; working under time constraints; maintaining a good rapport with employees, community, contractors, architects and various government agencies; work in flexible shifts, including but not limited to evenings, nights, weekends & holidays.


Responsibilities include: working under limited supervision following standardized practices and/or methods; leading, guiding, and/or coordinating others; utilization of significant resources from other work units is routinely required to perform the job's functions. Work Environment

The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 40% sitting, 30% walking, and 30% standing. The job is performed under some temperature extremes and under conditions with some exposure to risk of injury and/or illness.

Experience:  Job related experience within a specialized field is required.

Education:    High school diploma or equivalent.
