Human Resources Technician III - Benefits

Location: District Adminstration Center - Human Resources - Benefits

12 months, 8 hours/day

Grade 23, $19.41/hour

Start Date: July 6, 2022

Purpose Statement

The job of Human Resources Technician III - Benefits is done for the purpose/s of providing support to the delivery of human resource services with specific responsibility for providing information to applicants and employees associated with the administration and maintenance of voluntary and district-provided benefits; maintaining records; and completing assigned projects and tasks.

This job reports to Department Administration

Essential Functions

Acts as HIPAA privacy officer for the purpose of complying district, state and federal regulations.

Assists with new employment with benefits for the purpose of meeting district staffing requirements while complying with established guidelines.

Compiles employee data from a variety of sources (e.g. monthly premiums, bargaining agreements, census data, etc.) for the purpose of complying with financial, legal and/or administrative requirements.

Coordinates open enrollment preparation between PVUSD and insurance carriers for the purpose of assisting employees with benefits available.

Maintains a variety of employment files and records (e.g. classified and certified retiree list, thorough knowledge of FMLA and bargaining agreements, LOA/COBRA insurance accounts, etc.) for the purpose of ensuring accuracy of employee's compensation, maintaining eligibility for position and complying with mandated requirements.

Prepares a variety of reports and related documents (e.g. tracks all PVUSD retires, billing procedures, computer based reports, etc.) for the purpose of providing documentation and information.

Processes all PVUSD retirees with the Arizona State Retirement System for monthly insurance reimbursement from district for the purpose of disseminating information to appropriate parties.

Responds to written and verbal inquires from a variety of internal and external sources for the purpose of providing information and/or providing direction.

Supports assigned personnel staff for the purpose of providing back-up and assistance as needed.

Other Functions

Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge and Abilities

SKILLS are required to perform multiple tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: repairing and maintaining accurate records; planning and managing projects; operating standard office equipment; utilizing pertinent software applications; customer service; screening telephone calls.

KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; read a variety of manuals, write documents following prescribed formats, and/or present information to others; and understand complex, multi-step written and oral instructions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: standard office software; office methods and procedures; business telephone etiquette; concepts of grammar and punctuation; office practices; practices of personnel administration and employee benefits.

ABILITY is required to schedule activities, meetings, and/or events; gather, collate, and/or classify data; and use basic, job-related equipment. Flexibility is required to work with others in a variety of circumstances; work with data utilizing defined and similar processes; and operate equipment using defined methods. Ability is also required to work with a wide diversity of individuals; work with a variety of data; and utilize specific, job-related equipment. Problem solving is required to identify issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Specific ability based competencies required to satisfactorily perform the functions of the job include: maintaining confidentiality; establishing and maintaining effective working relationships; working with detailed information; adapting to changing priorities; working with frequent interruptions.

Responsibility

Responsibilities include: working under limited supervision following standardized practices and/or methods; leading, guiding, and/or coordinating others; utilization of some resources from other work units is often required to perform the job's functions. There is a continual opportunity to have some impact on the organization’s services.

Work Environment

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a generally clean and healthy environment.

Experience:  Job related experience is required.

Education:    High school diploma or equivalent.
